CONTEXT
The need to have a comprehensive National Intellectual Property Policy has been a subject of debate among experts and stakeholders within the Nigerian Trade and Intellectual Property ecosystem system. Research has shown that a comprehensive intellectual property policy largely drives countries with advanced economies. To create an advanced economy, an enabling environment safeguarded by a robust IP policy that would support creatives, innovation, research and development must be in place.
Over the years, efforts have been made to develop a National Intellectual Property Policy and Strategy in Nigeria without much success. However, in 2022 the Nigerian government, in partnership with the World Intellectual Property Organization (WIPO), held a National Multi-Stakeholders Workshop to validate the draft National intellectual property policy and strategy, which was held from 13th to 15th, September, 2022. Participants were drawn from public, private sector institutions and non-governmental organizations.
The Nigeria National Intellectual Property Policy recognises the importance of a comprehensive and conducive IP ecosystem to attain social and cultural development and sustainable economic growth, which was expressed in the mission statement. It sets in place programs and projects that encompass holistic inter-linkages and aims to create institutional mechanisms for implementation, monitoring, and review.   The predominant driving force behind the extant National IPRC Policy strategy is to recognise the integral role played by IP in encouraging and promoting competitiveness, creativity, and innovation. The draft strategy comprises six chapters: Introduction, Situational Analysis, Strategic Direction, Policy Objectives and Strategies, Programs and Projects and Implementation Structure.
However, this stakeholder dialogue is to support ongoing efforts to have an effective and inclusive IP system in Nigeria, most especially as African Continental Free Trade Area Agreement has become operational, and IPR will play a central role in its full implementation.
